The other tier comprises mainstream vessels that use Western services for legal oil shipments, including from Russia under the terms of the price cap. In the short term, available ghost vessels could be in particular demand, making chartering them more expensive. Even so, some analysts say removing the price cap could be the way to really punish Russia. But he said that was very unlikely because the price cap at least allows Russian oil to flow, thereby moderating international prices. "The Biden administration is already reeling from higher oil prices compounded by the unrest in Gaza, potentially spreading to a wider Middle Eastern conflict.

HAVANA, Oct 4 (Reuters) - A building partially collapsed in the Cuban capital Havana on Tuesday night, killing at least one person and leaving at least two others trapped beneath the rubble, the municipal government said. The collapse in the Old Havana tourist district gutted the insides of the decrepit building that was home to 13 families and 54 people. It wrenched terraces off its facade and trapped many people beneath piles of rubble and rebar. One person had been killed and two others were hospitalized in critical condition, the municipal government said in a statement. The building collapse is the latest in a series of disasters that have beset crisis-racked Cuba, including a gas explosion that destroyed Havana´s Saratoga Hotel in 2022 and a massive tank farm fire in Matanzas, an hour east of the capital, several months later.

A large fire last year destroyed a portion of the country's largest oil terminal, Matanzas, and has created obstacles to discharge fuel imports. The Panama-flagged supertanker Nolan this week is loading 400,000 barrels of fuel oil for power generation at Venezuela's Jose terminal. Seeking to avoid its own fuel crisis, Venezuela's oil supplies to Cuba last year fell about 6% to 53,600 barrels per day (bpd), independent data based on tanker movement showed. PDVSA, Venezuela's oil ministry and Cuba's Center for International Press did not immediately reply to requests for comment. The tanker has not sent a signal from its transponder since mid-December while in Venezuela, according to Refinitiv Eikon vessel monitoring data.

HAVANA, Cuba, Feb 21 (Reuters) - Cuba on Tuesday suffered its third major blackout in little more than a week, leaving a vast swath of the center and east of the island without power, energy officials said on state-run TV. The blackout Tuesday spanned 430 miles (700 km) from Cienfuegos province in south-central Cuba to Guantanamo, on the far southeastern tip, leaving more than half of the country´s population of 11 million without power. On Saturday, another blackout cut power for millions of people from Matanzas, east of Havana, to Guantanamo, an outage power officials attributed to a "human operation error." The Minister of Energy and Mines said last week that rolling blackouts would resume and last until May while the country overhauls decades-old oil-fired power plants ahead of the summer season. The body of a Florida man who went missing during Hurricane Ian in September has been found on a sunken sailboat months after the storm. The Lee County Sheriff’s Office announced Sunday that Hurst's body had been found on a sunken sailboat, "Good Girl," that had been located by divers in Matanzas Pass in Fort Myers Beach. During efforts to recover the vessel, human remains were found on the boat, Marceno announced. Friday's discovery came just days after the body of an 82-year-old Florida woman who also went missing during Hurricane Ian was recovered on Tuesday. Knes had lived in Fort Myers Beach with her husband, who had previously been found dead, with the area being "completely destroyed" when the Category 4 storm hit Florida.
Lee County suffered none of the state’s 123 Irma deaths. That experience influenced many people’s decisions not to flee Hurricane Ian. “Hurricane Ian is going to be the strongest outreach messaging for southwest Florida ever,” said Gleason, the Charlotte County spokesman. “When you live through it, then that message sinks in deep and forever.”A view of the Matanzas Pass side of Estero Island, home to Fort Myers Beach, Fla. Ian was in the Caribbean Sea on Sunday night, with maximum sustained winds of 60 mph, the National Hurricane Center said, but the storm was intensifying. It was forecast to skirt western Florida on Wednesday and Thursday, according to the National Hurricane Center. Ron DeSantis declared a state of emergency for all of Florida because of the threat, and the Florida National Guard activated 2,500 service members. Tropical storm warnings covered the Cuban provinces of La Habana, Mayabeque and Matanzas, and Little Cayman and Cayman Brac were under a tropical storm watch. The entire western coast of Florida is vulnerable to storm surge, said Rhome, of the National Hurricane Center.
REUTERS/Brendan McDermidWASHINGTON, Sept 21 (Reuters) - United Airlines (UAL.O) said on Wednesday it is working to resume flights to Cuba later this year that it suspended in March 2020 because of the COVID-19 pandemic. United previously flew seven flights weekly to Havana from its Houston and Newark hubs. United said given the challenges it is concerned it cannot resume flights by an Oct. 31 USDOT deadline.
